SUBJECT: PRE-ADMISSION SCREENING AND RESIDENT REVIEW (PASRR) FOR NURSING HOME REFERRALS

As you may be aware, IPRO has been awarded the New York State Department of Health contract to continue the Pre-Admission Screening and Resident Review (PASRR) assessment for New York State patients with serious Mental Illness (MI) who seek placement in nursing homes (NH).
This memorandum includes a description of the PASRR program, as required by Federal and State authorities, as well as the process that IPRO will use to conduct the Level II Mental Illness (MI) assessments, and should be distributed to the parties that conduct Department of Health Level I SCREEN assessments. The Level II procedures described in this memorandum are consistent with the process currently in place and are effective immediately. These procedures are applicable for all nursing home residents requiring preadmission screening or significant change reviews.
